There are endless pieces of software and apps that you can use to create coloring pages. Some you have to pay for and some are free. The important thing is to find the tool that works right for you.
Classic Software (with “Classic” Pricing – i.e. more expensive)
Adobe Illustrator: Adobe Illustrator is a vector-based design program that is widely used by artists and designers for creating digital art. It has many features that make it ideal for creating coloring book pages, such as the ability to create intricate line art, the ability to create custom brushes, and the ability to easily manipulate shapes and colors.
You can also use Adobe Photoshop, which generally has enough features and is easier to use, if you're just getting started and are largely using ready-made images (stock photos, hand drawn images, private label coloring pages, etc) to create your pages. Photoshop isn't made for vector-based design,

Easiest Way to Make a Coloring Page from a Photo
To make a coloring page from a photo, you can use a photo editing software or app to manipulate the image and convert it into a black and white outline. Briefly, here are the steps as we get asked this in our EKitHub Facebook Group a lot.
